Hi to answer your questions:

1. Can you use a name that's already been used but on a different server? Meaning, when a name is taken, is it taken for that server only or for the whole global CoH world?

When you pick a name for a character you only have it on the server that the character was created on. Someone else on a different server may have a character with the exact same name, this is also true for super group names. The only unique names in CoH/CoV are the global chat handles.

2. If a character is deleted, does his/her name become available again? Or is it that once a name is taken, it can never be used by another player?

When a character is deleted the name becomes available... I have made quite a few characters that i liked the name and the look of, but i didn't like the powers i chose. So when they were still low level I deleted them and recreated them with the same name and different powers. I have also deleted a character so a friend could have the name. I just sent them a message right after i deleted it so nobody beat them to it.

I use the name I want followed by my initials, example "Captain Gumbo-DJ", not perfect but I get good names and everyone seems to get it (as well as having a quick type nickname)
